What are the operation limits for spring-charging motor and closing release of SF circuit breakers?

According to IEC 62271-1, operation limits for spring-charging motor and closing releases are given as follows: 

1) For motors, and their electrically operated auxiliary equipment for charging a spring shall operate satisfactorily between 85 % and 110 % of the rated supply voltage, the frequency, in the case of a.c., being the rated supply frequency.

2) For shunt closing release shall operate correctly between 85 % and 110 % of the rated supply voltage of the closing device, the frequency, in the case of a.c., being the rated supply frequency of the closing device.
